As it is very annoying if you don't want it. And I do not: I have two screens placed one on top of other, and panel is at the right side of bottom display. Can't see a reason for this feature for me, though I can imagine it would be helpful some people. At some time in the past there was nice behaviour: when two displays have different size and mouse is moved to edge where no other screen, mouse was moved (kinda teleported) to other screen anyway. Maybe this image would be more descriptive, mouse is moving from top to bottom.
